Please try installing an older kernel like that which was in Ubuntu 18.04: http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.15/
Reboot, and as soon as you see the purple screen hit Esc. Then select the older kernel you have installed. [..] The system does not have tlp installed. I have tried numerous reboots, power offs, and moving the USB Bluetooth adapter to different ports, with no change in result. I have also tried unloading and loading btusb. The adapter is a cheap noname thing off of eBay, I trust the system report will provide every possibly interesting detail about it.
