This was a clean installation of Xubuntu 18.10 on my Toshiba Satellite
C650 and the issue with the blanked screen NOT responding to Keystrokes
or Mouse Events was observed during Installation and has continued since
the clean installation!

With the Upstream Kernel I have the same problem with the blanked screen
NOT responding to Keystrokes or Mouse Events and as with the stock
kernel, my Laptop will unblank when I plug an External Monitor into the
Laptop's VGA Port!

With the Upstream Kernel there is NO /proc/version_signature, therefore
I include /proc/version

I also tried an Ubuntu 18.10 Installation and curiously its blanked
screen correctly responds to Keystrokes and Mouse Events!

Ubuntu 4.18.0-11.12-generic 4.18.12

Now that I know there is a difference between Xubuntu 18.10 and Ubuntu
18.10, I will await instructions on whether to complete the instructions
on Tagging the Upstream Kernel and the Bug being Confirmed...

  Ubuntu 18.10 after Blank Screen System Will NOT Unblank

Bug description:
  Toshiba Satellite C650 (embedded Intel HD Graphics 3000) running
  Xubuntu 18.10. Once the Toshiba's Screen has Blanked, it will not
  unblank with normal Keystrokes or Mouse Events.

  My "Work around": Plugging an External Monitor into the Satellite
  C650's VGA Port, which will then unblank the Toshiba's Screen!!!
