Public bug reported:

It happens when fetching Android project files by "repo sync" through
ssh.

More logs:
Bad packet length 38201470.
Finished discarding for 10.65.180.40 port 29418^M
packet_process_incoming: Connection to 10.65.180.40 port 29418: message
authentication code incorrect^M
fatal: The remote end hung up unexpectedly
fatal: early EOF
fatal: index-pack failed

I realized the error message like "Bad packet length 230911661." comes
from ssh source file packet.c thus tried different SSH version but the
issue is still there.

$ ssh -V
OpenSSH_7.6p1 Ubuntu-4ubuntu0.1, OpenSSL 1.0.2n  7 Dec 2017
...
$ ssh -V
OpenSSH_7.5p1 Ubuntu-10, OpenSSL 1.1.0g  2 Nov 2017

In addition, I've tried workaround for NIC as:
$ sudo ethtool -K enp3s0 rx off
...
$ sudo ethtool -K enp3s0 rx off tx off
but this doesn't work either.

Here is the Network card information:
