Interesting (?) difference between the i915 debug files:

--- display off
+++ display on
- Active context: [0] user_handle 0 hw_id 0, prio 0, ban score 0 (unbannable)
guilty 0 active 0
+ ELSP[0]: pid 12429, ban score 0, seqno 5:010cd84c, prio 0, emitted
0ms, start 00e21000, head 00003c50, tail 00003cd8

Title:
External monitor turns off for short period of times / until moving
  mouse

Bug description:
In disco; I have this issue where my external monitor (a ThinkVision
P24h-10) connected to my ThinkPad T480s turns off for short times
while actively working on the system. I noticed that if I don't move
my mouse at all while it's off, it stays off.

The T480s is connected to the monitor via USB-C; the monitor provides
DP, USB, and Power over that connection. When the display turns off,
  USB devices continue working.

I have attached /sys/debug/dri/0 output from when the monitor was off
  (a) vs on (b).

  Other related bits:
  * This also happens on HDMI, but much less often
  * There are no log messages when the display turns on/off in the journal.
