[shiftfs] Allow stacking overlayfs on top

Bug description:
Shiftfs right now prevents stacking overlayfs on top of it which
unfortunately means all users of Docker as well as some nested LXC
users which aren't using btrfs are going to break when they get
switched over to shiftfs.
