Popping in headphones when no sound is playing after upgrade to ubuntu

Bug description:
After upgrading to (X)Ubuntu 19.04, there is a steady (~85bpm)
popping/clicking noise in headphones when not playing anything. If
some application is playing audio, the popping does not happen, but if
playback stops, the popping returns. Downgrading to 18.10 makes the
noise go away. Also did not happen in 18.04 or 17.10.

Using the front analog output.
Using "load-module module-udev-detect tsched=0" as suggested in
