Just began dealing with this issue in Ubuntu 19.04. Basic fresh installation. Copying ~1 TB between Hard Disk A and Hard Disk B caused the entire system to stop responding for minutes at a time. While it was 'responding' the mouse movement on-screen stuttered badly and drifted. Keyboard input is completely ignored. The data transfer is between two SATA drives. Copying from a USB stick has produced the same effect, however the data was ~120 GB. Using both cp as well as the file manager produces this effect. I notice the delay in response time in the terminal during these copy jobs, when attempting to type anything, the delay in a response in the system is nearly a full minute. I WAS able to reproduce this on my laptop as well, running the same fresh installation but with 24 GB ram and 16 CPU threads, from SSD to SSD instead of HDD to HDD.
