I've built a test kernel that provides a new package linux-tools- dev-<version>. This is probably not what you ultimately want but would that help in any way?
To install it: $ sudo add-apt-repository ppa:juergh/kernel $ sudo apt install linux-tools-dev-5.0.0-29 $ dpkg -L linux-tools-dev-5.0.0-29 /. /usr /usr/lib /usr/lib/linux-tools-dev-5.0.0-29 /usr/lib/linux-tools-dev-5.0.0-29/include /usr/lib/linux-tools-dev-5.0.0-29/include/cpufreq.h /usr/lib/linux-tools-dev-5.0.0-29/include/cpuidle.h /usr/lib/linux-tools-dev-5.0.0-29/lib /usr/share /usr/share/doc /usr/share/doc/linux-tools-dev-5.0.0-29 /usr/share/doc/linux-tools-dev-5.0.0-29/changelog.Debian.gz /usr/share/doc/linux-tools-dev-5.0.0-29/copyright /usr/lib/linux-tools-dev-5.0.0-29/lib/libcpupower.so -- You received this bug notification because you are a member of Kernel Packages, which is subscribed to linux in Ubuntu. https://bugs.launchpad.net/bugs/1215411 Title: libcpupower.so is not installed from linux-tools Status in linux package in Ubuntu: In Progress Status in linux source package in Zesty: Invalid Status in linux source package in Eoan: In Progress Bug description: The patch for bug 1158668 installs cpupower_$(abi_version) command- line tool as well as libcpupower.so.$(abi_version). This isn't particularly suitable for projects that previously used libcpufreq and intend to migrate to libcpupower, because the libcpupower.so symlink is no longer installed. The command-line tools can also have symlinks (e.g. cpupower -> cpupower_$(abi_version)).
