  radeon kernel driver fails to resume from suspend

Bug description:
  Hello everybody,

  I'm using a laptop which is a Dell Latitude E6540 with hybrid
  graphics:

  00:02.0 VGA compatible controller: Intel Corporation 4th Gen Core Processor 
Integrated Graphics Controller (rev 06)
  01:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] 
Mars XTX [Radeon HD 8790M] (rev ff)

  The distribution is Ubuntu 18.04.2 LTS with HWE kernel
  4.18.0-25-generic and HWE XServer packages. However, the problem
  described below showed up with the standard kernel as well.

  Kernel modules amdgpu, radeon, i915 are loaded.

  From time to time, I suspend the laptop and switch from using the
  laptop's primary display only to using one or more connected external
  displays/projectors and back.

  On resume, the window manager isn't started immediately. Instead, a
  lot of error messages are displayed on the console:

  radeon 0000:01:00.0: failed VCE resume (-110).

  The error messages are also shown on connected projectors which is
  slightly annoying.

  Mostly, after a minute or two the system resumes successfully with the
  window manager starting and all applications still running.

  However, after more and more suspend/resume cycles the resume process
  takes longer and sometimes X11 will crash so that a new session has to
  be started.
