That's weird, not sure why that wouldn't be working, if you get to grub
you probably did everything correctly... I'm using a Surface Pro 2017,
which is the Pro 4's successor though. Maybe make sure secure-boot (and
maybe the TPM, too) is disabled?

Also it seems like someone had the same problem as you with a Pro 4 and
Fedora, so you might just want to try Ubuntu:

Or you could try out Fedora 31 beta, which should have a 5.3 kernel:

it drops every x minutes. The only way to fix it I've found is to reboot the
