  please provide a libbpf-dev library as debian does

Status in linux package in Ubuntu:

Bug description:
  Hello, looks like Debian kernel is now providing a libbpf for user
  space applications and suricata is using it if available.

  Right now I patched suricata to stop using it, but a long term plan
  might be to start providing such features in Ubuntu kernel too.

  libbpf-dev and libbpf0 should be enough to fulfill suricata needs!
