This [bug] is marked against the wrong package; original installation was 18.04.2 (now 18.04.3) so `ubuntu-release-upgrader` has NOT been used (no movement to 18.10 or higher).
The upgrade was performed by `apt` or `apt-get` (package=apt), OR more likely correctly belongs to `bluez` (bluetooth tools and daemons).
