  Re-enable linux-libc-dev build on i386

  Fix Released

Bug description:
  SRU Justification

  Impact: Even though we are no longer producing i386 kernels in eoan,
  linux-libc-dev is still needed for glibc.

  Fix: Enable building only linux-libc-dev for i386.

  Test Case: A ppa test build confirms that the patch works as intended

  Regression Potential: The changes have no impact on other
  architectures.
