Title:
  zfs fails to build on s390x  with debug symbols enabled

Status in linux package in Ubuntu:
  Fix Released

Bug description:
  SRU Justification

  Impact: After enabling debug symbols for the zfs dkms build, zfs now
  fails to build with the error
  "./arch/s390/include/asm/atomic_ops.h:46:2: error: impossible
  constraint in ‘asm’". Full build log:

  Fix: Similar issues in the past have been fixed by switching inline to
  __always_inline for affected functions. The same changes fixes the
  build failure her.

  Test Case: Build for s390x with zfs and the debug patches enabled.
  Without the patch we get the above error. With the patch the build is
  successful.

  Regressoin Potential: Unlikely to cause regressions, and fixes a build
  error.
