Hi Jonathan,

Thanks for reporting! This is an issue where the necessary files for the
new plymouth theme, plymouth-theme-spinner / bgrt, are not placed in
initrd properly. We are tracking this in Bug 1864586.

I'm going to mark this a duplicate for now, but feel free to follow the
other bug and help test a test package when one becomes available.

Thanks!
Matthew

Title:
Boot screens are formatted improperly, crypt unlock prompt doesn't
display on correct screen, login screen doesn't come up properly after
  boot

Status in linux package in Ubuntu:
  Confirmed

Bug description:
(I honestly don't know what the right package to file this against is
so I'm starting with "linux" and hoping that people can help it get to
the right place if that's not it.)

I have the proposed repository enabled and all current packages from
  proposed installed.

The screen I see during boot isn't formatted properly. See the first
  attached screenshot.

The prompt asking me to unlock my encrypted disk doesn't display on
the boot screen. I have to hit ESC to see it, and when I do, it's not
formatted properly on the screen I see (but entering the password on
this screen does work). See the second screenshot.

After the boot is finished I see what's on the third attached
  screenshot. I don't see a login prompt unless I type Ctrl-Alt-F3 and
then Ctrl-Alt-F1, at which point the login prompt appears and I can
  log in.
