Try all those buttons on the broken to see if it still generates event. According to dmesg/lsusb it is a "HuiJia USB GamePad", "GreenAsia Inc." I have two SNES gamepads (both SNSP-005, but the PCB inside have different 1992, 1995 dates), both working with the SNES. If I attach both the gamepads to the adapter, only one works, always the same, so it does not seem related to the adapter ports. If I attach only one gamepad it works, regardless of the port. I used jstest to test the functionality. Curiously, when they are both attached, the broken one has only one button working (no D-pad, no start/select, no L/R), and while holding the working button, another one can be detected.
