Title:
  A Machine with Intel GPU and a plugged AMD card will hang as read
  certain codec as HDMI/DP monitor without audio output is plugged in
  intel gpu.

Bug description:
  Note: in bionic, it will cause login from graphic console to hang for
  a quite long time, most likely will failed in the end.

  To reproduce:

  HW: a machine with intel GPU and plugged AMD card.
  A HDMI/DP monitor without audio output plugged into intel GPU.
  TLP is installed with certain aggressive config.
  Please refer to the tlp config is: LP: #1869999

  try to "cat /proc/asound/card0/codec#2"

  it will hang for long time (like 30 seconds) and kernel will output
  lots of log like:
