Note: My comment (#34) above is in VirtualBox 6.1.8 and without the Serial port redirection mentioned in comment #7. With the serial port redirection everything seems to work properly for me.

With default settings, this causes a timeout in Vagrant waiting for SSH to be available. Setting a long enough timeout it does eventually boot successfully. For comparison, `ubuntu/bionic64` boots successfully in roughly 10 seconds on my machine.
