The same happens to me. After some time it automatically turns off and
is unable to turn back on. The button in Bluetooth settings does
nothing. I am using Ubuntu 20.04 on Acer Aspire E5-552G-T21P.

Bug description:
  Whenever I start up my laptop and connect my JBL-speaker, the device stays 
connected. However, when I turn de speaker off, and try to reconnect to the 
speaker, the Bluetooth automatically turns off. I then need to restart my 
laptop and then only Bluetooth works again.
