Bug description:
  Issue found on 4.15.0-114.115~16.04.1, test failed with:

    ./mem-on-off-test.sh -r 2 && echo "selftests: memory-hotplug [PASS]" || 
echo "selftests: memory-hotplug [FAIL]"
    /bin/sh: 1: ./mem-on-off-test.sh: Permission denied
    selftests: memory-hotplug [FAIL]

  Note that this test was marked as passed (test skipped) with
  4.15.0-112.113~16.04.1 on both ThunderX and Moonshot node:

  skip all tests: memory hotplug is not supported
  selftests: memory-hotplug [PASS]
