Bug description:
  On the HP Spectre x360 14-ea0xxx (Tiger Lake), the keyboard is
  inoperable for ~30-60 seconds after system boot.

  Kernel logging reveals that it did not detect the keyboard during this
  time.

  A workaround is to add i8042.nopnp to the kernel command line
