Title:
TLP aggressively suspends active USB audio devices when on AC

Status in linux package in Ubuntu:
  Incomplete
Status in tlp package in Ubuntu:
  New
Status in ubuntu-mate-settings package in Ubuntu:
  Fix Committed

Bug description:
  Expected behaviour:

When running Ubuntu 21.04 on desktop hardware any active USB audio
devices should not be suspended while playing/recording audio.

  Actual behaviour:

When running Ubuntu 21.04 on desktop hardware active USB audio devices
that are playing/recording audio are suspended after a few seconds.

This upstream bug appears relevant and seems to lay the blame
  elsewhere, perhaps the kernel.
