Bug description:
SRU justification:
[Impact]
Display can't work when replug in after suspend on AMD Cezanne platform.
[Fix]
Enable display power gating, display of typec will work as expected.
[Test]
Verified on hardware, suspend then replug the cable of typec, repeat for 10
times, all good.
[Where problems could occur]
The AMD typec output may not output.
Unstable kernel already got it, only for OEM-5.10/H.
Minor changes during backport.
