[Impact]

 * On/off of Bluetooth in gnome-control-center will not work properly.

 * Devices are not refreshed in the list anymore.

 * The passed struct will depend on the length of the submitted read() and the
   kernel version.

[Test Plan]

 * Open gnome-control-center and select Bluetooth
   
 * turn off Bluetooth via UI
   
 * turn on Bluetooth via UI

[Where problems could occur]

 * If user install newer kernel such as 5.13, they may have this issue.

 * Tested on Intel AX201 and Intel 6235 with kernel version
5.13.0-1003-oem.
