It did occur to me that it might be a BIOS issue. In any case I have now 
upgraded the bios from A07 to A08 and the symptoms remain the same.

  With my Dell XPS M1210 Model PP11S, on boot Ubuntu 14.04 does not
  always initialise the keyboard or mouse correctly. So a logon password
  cannot be entered. Sometimes if the mouse pad is working it is
  possible to switch to the guest account and then back to a user
  account to get the keyboard working. Sometimes after that the mousepad
  stops working.
