Title: CPU throttles to 400MHz under any workload - Dell Latitude 5420 Status in linux-signed-hwe-5.11 package in Ubuntu: New Bug description: Hello, I see that the Dell Latitude 5420 is Ubuntu 20.04 Certified. But there seems to be a major issue that is known about the cpu throttling down to 400MHz under pretty much any heavy workload. I've contacted dell support about this issue and they have been less then helpful. I have multiple of these devices for myself and other employees, this is a major issue, I graphed the performance out under a sustained workload and found that this is a 35% performance hit on the device when preforming tasks such as code compiling.
