Thunderbolt display not working

Bug description:
My Thinkpad X1 Gen4 (20Y5000QUS) using Ubuntu 21.10 is unable to
connect to Thunderbolt monitor (BENQ PD2272OU).
It works as expected (monitor signal + USB devices) when I installed
Windows 10 on the laptop so I have ruled out hardware issues. I have
also tried with a Carbon Gen9 running Ubuntu 21.10 and it works as
expected.
The monitor "BENQ PD2272OU" is detected in the Thunderbolt pane as
"Authorized" but no signal and no USB devices. I have installed all
updates and firmware available in the "Software" app. I have checked
the BIOS and I have "Wake on AC plug" enabled.
At this point I am unsure what to try.
