Bug description:
The ARM64_SW_TTBR0_PAN was disabled by commit:
c25f2bf469b3 ("UBUNTU: [config] oracle: Bring-up for arm64 support")
This config option is enabled on all other Ubuntu kernels and should
be enabled for the Oracle kernel.
