Bug description:
[Impact]
ADT VMs can't boot the raspi kernel because of missing disk and net
drivers.
[Fix]
ADT VMs use virtio so the linux-modules package needs to provide all
the necessary drivers.
[Where Problems Could Occur]
These drivers are loaded in the test environment only so no production
problems are expected.
