Backport libbpf (0.5.0-1) to focal as it is needed for IOTG TSN reference

libbpf is not available on focal
[Test Case]
A simple install test - installing the packages and making sure they install
correctly.
Other tests could be performed by Intel, as they are the ones that
requested the backport.
[Regression Potential]
No regression issue because it will be a new package on focal
