Title:
Faulty memory managent, swap gets created even if not necessary

Status in “linux” package in Ubuntu:
  Confirmed

Bug description:
I am running Firefox with 3 tabs (Gmail, Facebook and another
website), Shutter and VirtualBox (limited to 1024 MB). From the total
of about 4GB of RAM, 1GB is free. But my system is extremely slow
because of the swap that got created when I started VIrtualBox. So now
I also run a 400+ MB of swap which is extremely slow on standard HDD
and I do not get it why, because I still have 1 GB free memory. My
swappiness is set to 10. See the memory usage in the screenshot.

  cat /proc/sys/vm/swappinessflorin@ToshibaSatellite-C650L:~$ cat
/proc/sys/vm/swappiness
