Title:
  SIGNEDv3: add a linux-generate ancillary package

Status in linux-signed package in Ubuntu:
  Fix Released

Bug description:
Add a new linux-generate package as an ancillary package. This allows
us to avoid publishing the custom signing tarballs into the archive,
which in turn helps ensure we never sign a kernel with an
  inappropriate key.
