Bug description:
[Impact]
There are one or more monitors connect to the dock and then plug the dock
cable to power up the Dell machine, the external monitors keeps blank.
[Fix]
The issue has been fixed in v6.2-rc1 and the first bad commit is
08fb97de03aa drm/sched: Add FIFO sched policy to run queue
[Test]
Verified with the WD22TB + 2 4k DP monitors.
[Where problems could occur]
Actually, there is no functional changes with default RR sched policy, but it
accidentially fixes the blank screen issue.
