Bug description:
  Issue found on Kinetic 5.19 RISCV kernels,
  the IPv6 "GRO frag list over UDP tunnel" test failed with:

  vxlan packets, expected 1" issue does not exist on Kinetic generic
  kernel. Just the "./udpgso_bench_tx: sendmsg: Connection refused" can
  be found on Kinetic generic.
