How reproducible: Steps to Reproduce: 1. On the Dell system enable "Performance Per Watt (DAPC)" from BIOS. 2. Install Ubuntu-22.04 3. Boot into OS 4. Check the bootup time Expected results: OS should boot normally and need to consume less bootup time [Fix] 13fdbc8b8da6 cpufreq: ACPI: Defer setting boost MSRs [Test Plan] 1.
