Description
When testing Ubuntu 22.04 with 5.15 iotg kernel for ADL-P platform, we
discovered that GPU performance when running oneapi application is
about 7X slower when compare to kernel 5.19.
The current 5.15 iotg kernel missing the patches to boost GPU
frequency. This affects ADL platform. Attached patches fix the issue.
./matrix_multiply

Success!
GFlops: 3.29845
Once the kernel is patched:
./matrix_multiply
Running on device: Intel(R) Graphics [0x46a6]
Success!
GFlops: 47.5939
