[Impact]
IOMMU related peripherals cannot work.
[Fix]
CONFIG_MTK_IOMMU should be enabled as "module" in generic kernel settings.
CONFIG_IOMMU_IO_PGTABLE_ARMV7S is also enabled due to dependency.
[Test Case]
build test.
this is the first step to enable the platform on generic kernel. to fully
enable the platform, there are some modifications still needed, so only the
build test is performed at this stage.
[Where problems could occur]
to enable MTK_IOMMU as a module, IOMMU_IO_PGTABLE_ARMV7S needs to be
built-in. the risk would be low because it's not used by default and it needs
the driver to allocate by demand.

the purpose of this is to make ubuntu as an arm systemready ir distribution
for mediatek platform.
