Bug description:
  [Impact]

  Some kernels produce linux-*-tools-common and/or linux-*-tools-host
binary deb packages. That is all wrong, only the primary/main linux
source package should produce these. These packages result in install
failures of the regular linux-tools-{common,host} packages.

  [Test Case]

Check list of built binary packages in LP and verify the packages are
  not built.

  [Where Problems Could Occur]

Already installed packages won't upgrade and become stale.
