  Restarting the driver with IPsec full offload transparent mode configuration 
causes kernel panic.
  Kernel version is linux-bluefield 5.15

  Test step:
  1) configure xfrm rules
  2) configure VF
  3) configure FW steering mode
  4) restart driver
  5) check dmesg
