The "pcie_aspm=off" kernel parameter hides a problem. I would really
like to fix the underlying problem so the parameter isn't needed.

If anybody sees this problem and is willing to help fix it, please open
a bug report at https://bugzilla.kernel.org/, product Drivers/PCI,
mention the hardware platform, and attach:

  - complete dmesg log (I assume this will include some Correctable Errors)
  - output of "sudo lspci -vv"

If booting with the "pcie_aspm=off" kernel parameter makes a difference,
please also attach similar dmesg and lspci output for this boot.

This seems similar to
https://bugzilla.kernel.org/show_bug.cgi?id=215027, which we originally
thought was related to Intel VMD and/or the Samsung NVMe device you
have, but I now suspect we might have an ASPM configuration problem.

Title:
Hundreds of errors per second: kernel: pcieport 0000:00:1c.3: PCIe Bus
  Error

Status in linux package in Ubuntu:
  Expired

Bug description:
After a fresh 23.10 install I have noticed that booting up my PC in
the morning was taking a long time. Checking journalctl there are
hundreds of warnings generated every second, and not only at boot
time (see below). Searching for this problem I found a stopgap
solution by adding this instruction in GRUB:

  pcie_aspm=off

However, as a plain Ubuntu user I should be having this problem of
long boot times and edit GRUB to "fix" it, when the problem captured
in the log isn't even fixed, I just avoided it with instruction. This
is why I'm reporting it in case it helps find the original cause.

Previously I was running 23.04 on the same PC and booting times were
short, just normal. I believe this is a new problem even when the
hardware is the same and I haven't done any changes apart from
  upgrading.

The errors are all the same:
