It looks like this has been fixed upstream.  I will close it.  If the
problem still occurs, please reopen it.

Bug description:
  Since the last updates to Ubuntu 12.04 Beta 2 (as of March 12), Unity
  no longer recognizes the wireless mouse after a reboot or when the OS
  is initially started.

  The workaround is to unplug the USB Mouse and plug it back in.
