The Ubuntu LTS releases provide two "tracks" for kernel updates via meta
packages, GA (linux-generic) and HWE (linux-generic-hwe-<lts_release>).
Prior to point releases the Kernel Team will "roll" the HWE meta to the
backport of the most recent series, so for 24.04.2 the meta package
"linux-generic-hwe-24.04" was updated to depend on the linux-hwe-6.11
binaries (https://packages.ubuntu.com/noble-updates/linux-generic-
hwe-24.04).
Therefore it's a choice of the people responsible for building images
whether the GA or the HWE meta is installed. We always keep updating
both "tracks" as server users usually prefer to stay on the GA kernel.
This is the expected behavior and not a kernel bug, therefore I'm
marking this bug as invalid.

This was reported a few hours ago on IRC (#ubuntu-release), and I
suspect the kernel package for flavors wasn't switched from GA to HWE.
I've installed Lubuntu here, but a look at the manifest for Xubuntu &
Ubuntu-MATE by me (hours ago, prior to report on IRC) indicates to me
its not unique to Lubuntu
