Bug description:
As the existing "cpuinfo_cur_freq" and "scaling_cur_freq" interfaces
can be a bit unreliable, backport the following series:

These add support for a new "cpuinfo_avg_freq" sysfs attribute that we
can rely instead to obtain CPU frequency readings.
[1] and [2] are what we really want; [3] we need to take as a
dependency, and [4] we should take as a fix.
