After upgrading my nvidia drivers from 535 to 545 and restarting my machine, I
noticed that my mouse movement was less smooth than usual (my monitor is 144Hz)
and even felt laggy at times. After double checking that my screen refresh rate
was set to 144Hz in the plasma display configuration in settings I realized
that my mouse would sometimes feel smooth and other times feel laggy again (sub
60Hz maybe even). The pattern was somewhat random but it would switch from a
high refresh late to a lower one quite often. Dragging a window around the
screen would also yield the same effect, sometimes it feels smooth other times
its much laggier.
After looking around I found a post on nvidia's forums describing the same
issues I was having:

Nvidia has also acknowledge this issue and was able to reproduce it internally,
however most if not all the users on this thread are reporting the issue while
running X11, while for my part the issue is also happening on wayland and is
not limited to X11.
I should also note that I am only using the external monitor and have my laptop
lid closed but I also tried having both screens running and the issue still
remains
