https://help.ubuntu.com/community/BiosUpdate does it change anything?  If it 
doesn't, could you please both specify what happened, and provide the output of 
the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Please note your current BIOS is already in the Bug Description, so
posting this on the old BIOS would not be helpful.

  [HP Compaq nx6320 Notebook PC] CPU frequency scaling not available

Status in “linux” package in Ubuntu:

Bug description:
  On login, I am presented with a dialogue stating that frequency scaling is 
not available for my hardware. Also, the frequency scaling applet informs me of 
the same. This contradicts the physical characteristics of the CPU, which does 
support frequency scaling. This page informs me that Intel SpeedStep technology 
is available for the CPU I am using:
