[IMPACT]
Some disk types will never be seen after boot, while others can disappear after 
a reboot.

This patch implements the feature to skip the PHY and clock
initialization if it is already configured by the firmware.

[TEST CASE]
Repeatedly reboot the system.

[Regression Potential]
Only affects the the xgene ahci driver.
