If I boot the laptop into Ubuntu and plug the drive into a USB3 port, the device shows up in lsusb but is not shown in Dolphin. If I boot the laptop into Ubuntu and plug the drive into a USB2 port, the device shows up in lsusb and is shown in Dolphin. If I boot the laptop into Windows, then Restart and boot into Ubuntu (i.e. without fully powering down the Laptop) the external drive appears in Dolphin when plugged into a USB3 port. Whenever the drive appears in Dolphin I can read from and write to it.
