Updating the BIOS doesn't change the behaviour described in the bug description. It is still not possible to enter the disk encryption passphrase at boot when running the 3.16.0-24-generic kernel. The keyboard is function (eg ctrl-alt-del reboots the machine when the encryption passphrase screen is displayed), but typing does not cause any text to be entered. Booting with the previous kernel (3.13.0-39-generic) means the passphrase can be entered as normal at boot.

By using Grub to select the previous kernel, I can then decrypt my disk and use the system as normal. The working kernel version is 3.13.0-39-generic.
