It does not lock up completely, but seems to only process pointer events or keystrokes once every few seconds, and pings from another machine on the network start returning in 3-5 seconds instead of a few ms. This began in raring and happens on every subsequent release (and also under precise, if a HWE stack from raring or later is installed); under quantal it does not happen.
