system wont restart or shutdown computer

Bug description:
Not recognizeing TV card Hauppage HVR-1600, if card removed system
will re-start and shutdown, but with card in, it doesnt shut down or
re-start (can't shutdown watchdog). Tried installing drivers (CX18)
for TV Card card but that failed also
